Regular Board Meeting for October Delayed One Week.
The regular board meeting for SJCPHD No. 1 commissioners will be delayed by one week during October 2003. It will occur on the fourth Wednesday rather than the regular third Wednesday, and will be at 5:30 p.m., October 22, 2003 in the Frank Wilson EMS Building.

DETERMINATION OF NON-SIGNIFICANCE
STATE ENVIRONMENTAL POLICY ACT
MITIGATED DETERMINATION OF NON-SIGNIFICANCE
Description of Proposal:
Washington State Ferries is proposing to replace aging structures at the Friday Harbor Ferry Terminal with new structures built to current design standards. Work is scheduled between July 2004 and February 2005. The project includes the following activities:
Replace the main slip left and right outer dolphins.
Replace the tie-up slip right outer dolphin and wingwalls.
Replace the berthing slip, including the transfer span, towers, and bridge seat.
Perform repair and maintenance activities to the existing timber trestle and retaining wall.
Make above-water and upland improvements to the existing terminal building including adding upland restrooms, improving the existing passenger waiting area, and electrical upgrades.
Mitigating efforts have been made to minimize the impact of the proposed project on the public and surrounding environment, and include the following:
Moving the berthing structure offshore by 80 feet to minimize propeller wash effects on shore.
Installing an oil/water separator to treat runoff generated by the existing vehicle holding lanes.
Increasing the size of an existing hole in the trestle by approximately 80 feet 2 at the lower waiting area to allow additional light to penetrate beneath the dock.
Temporarily converting the existing overnight tie-up slip into a temporary vehicle loading slip to load and unload vehicles during construction to minimize impacts on the community.
Removal of approximately 313,000 board feet of creosote-treated timber and replacement of 404 piles with 173 piles.
Adherence to all conservation measures contained in environmental permit conditions.
Working with the Friday Harbor Historic Preservation Committee to incorporate aesthetic architectural elements in to the passenger and restroom buildings.

The lead agency has determined that this proposal does not have a probable significant adverse impact on the environment given the time and duration of the construction. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.
This MDNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted by:

NOTICE OF MEETING

AGENCY: Bureau of Land Management, Interior.
ACTION: Notice.
SUMMARY: The Bureau of Land Management proposes to withdraw approximately 276.41 acres of public lands, for a period of 20 years, to protect the unique natural, scenic and recreation values, and the investment of federal funds on 11 tracts in the San Juan Archipelago. This notice closes the lands for up to 2 years from location and entry under the United States mining laws. The lands will remain open to the public land laws and mineral leasing.

Notice is hearby given that an opportunity for a public meeting is afforded in connection with the proposed withdrawal. all interested parties who desire a public meeting for the purpose of being heard on the proposed withdrawal must submit a written request to the State Director at the address indicated above by January 13, 2004. Upon determination by the authorized officer that a public meeting will be held, a notice of the time and place will be published in the FEDERAL REGISTER, the lands will be segregated as specified above unless the applicaton is denied or canceled or the withdrawl is approved prior to that date. The temporary land uses which may be permitted during this segregative period included licenses, permits, rights-of-way and disposal of vegetative resources other than the mining laws.

CALL FOR BIDS
PORT OF FRIDAY HARBOR
Notice is hereby given that sealed bids will be received by Port of Friday Harbor at its office at Port of Friday Harbor, 204 Front Street N., Friday Harbor, Washington, 98250, until 2 p.m., October 30, 2003, for the Fence Upgrades at Friday Harbor Airport, at which time the bids will be opened publicly and read aloud. Any bids received after the time for opening will not be considered.
The contemplated work to be performed includes upgrading the perimeter fence that extends approximately 14,000 feet around the Port of Friday Harbor Airport, and upgrading the existing mechanical magnetic locks on 8 pedestrian gates with new magnetic locks and controllers.
Drawings, technical provisions and forms of contract documents may be examined at the Port of Friday Harbor office or in the office of Reid Middleton, Inc., Consulting Engineers, 728 134th Street SW, Suite 200, Everett, Washington, 98204. Sets of said documents may only be obtained from the Port of Friday Harbor by qualified bidders upon payment of a non-refundable fee of $50 for each set.
Each bid shall be accompanied by a cashiers check, certified check, postal money order, or bid bond made payable to Port of Friday Harbor in an amount not less than five percent (5%) of the amount of the bid. Said check or bid bond shall be given as a guarantee that the bidder shall execute such contract as may be awarded to him/her in conformity with his/her bid and with the contract documents and shall provide surety bond or bonds as specified therein within ten days after notification of the award of contract.
Bidders are advised that a mandatory pre-bid meeting for all prime contractors is scheduled for 1 p.m. on October 24, 2003 at Friday Harbor Airport, The Tower, 800 Franklin Drive, Friday Harbor, WA 98204. This shall be a condition of being a qualified bidder, among other conditions set forth in the contract documents. Those submitting bids that do not attend will not be considered.
1. The proposed contract is under and subject to Executive Order 11246 of September 24, 1986, and to the Equal Employment Opportunity (EEO) and Federal Labor Provisions.
2. All labor on the project shall be paid no less than the minimum wage rates established by the U.S. Secretary of Labor. The Contractor shall pay the rate that is highest of the Washington State Federal Wage Rates or Washington State or Federal Wage Rates.
3. Bidders shall supply all information required by the bid documents and specifications.
4. The EEO requirements, labor provisions and wage rates are included in the specifications and bid documents and are available for inspection at the Port of Friday Harbor.
5. Bidders shall complete, sign, and furnish with their bids a Certification of Nonsegregated Facilities and a statement entitled Bidders Statement on Previous Contracts Subject to EEO Clause, as contained in the bid proposal.
6. A contractor or subcontractor who may be awarded a contract of $10,000 or more will be required to maintain an affirmative action program, the standards for which are contained in the FAA Special Provisions.
7. Where the low bid is in the amount of $1 million or more, the bidder and bidders known first-tier subcontractors that will be awarded subcontracts of $1 million or more will be subject to preaward compliance reviews for the purpose of determining whether the bidder and bidders subcontractors are able to comply with the provisions of the equal opportunity clause.
8. To be eligible for award each bidder shall comply with the affirmative action requirements contained in the FAA Special Provisions.
9. Minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin.
10. Women will be afforded equal opportunity in all areas of employment. However, the employment of women shall not diminish the standards or requirements for the employment of minorities.
The Owner reserves the right to reject any and/or all bids and to waive irregularities or informalities in the bid or in the opening.
Bidders shall not withdraw bids after the hour set for the opening thereof, or before award of contract, unless said award is delayed for a period exceeding sixty (60) days.
The award of the contract is subject to approval of the Federal Aviation Administration and the availability of federal funding.
